It’s over for the PC version of Arkham Knight. Warner Bros published on the game’s community page on steam that it will give full refund on the game if you want to.
They wrote on the page
“We are very sorry that many our customers continue to be unhappy with the PC version of Batman: Arkham Knight. We worked hard to get the game to live up to the standard you deserve, but understand that many of you are still experiencing issues.
Until the end of 2015, we will be offering a full refund on Batman: Arkham Knight PC, regardless of how long you have played the product. You can also return the Season Pass along with the main game (but not separately). For those of you that hold onto the game, we are going to continue to address the issues that we can fix and talk to you about the issues that we cannot fix.

If your game worked and you just want to be a cheeky monkey and get back your money, you still can it seems but if your game still doesn’t work and you have given up on it too, well, you can get your hard earned cash back.
There are some people weirdly enough, are trying to get a refund on the retail copy of the game on steam and complaining that it doesn’t work but this is meant for the digital version bought on Steam only.
If you had issues refunding it however, the refund page has now been fixed and working
